A new survey of 920 executives from Scribe Software reveals that almost half of budget ownership, 49%, for core business systems now resides outside of IT. Technology budget authority is now split between sales, operations and marketing departments for planned systems investments in the enterprise in 2013. This points to IT's continued evolution away from technology maintenance and toward more consultative roles to the business.
