A small change in the object stats could change the plans, consequently affecting the performance negatively. Stored Outlines help; but they make the plan rigid eliminating any possibility of a better plan. Oracle 11g's SPM allows the best of both worlds-it still calculates the outline and then compares it against the plans stored; and uses the best among them.
